You need a vignette as soon as you come on the motorway or on the highway (A1, A2, A3, A5, H2, H3, H4, H5, H7), at once after border but you don't need it for public roads. If you don't use motorway or expressway, than you don't need a vignette
If you travelling along E61 (following this route):
Pese (ITA) - Krvavi Potok - Kozina - Markovscina - Obrov - Podgrad - Pasiak (HRV) you don't need a vignette.
Use of vignettes is obligatory only on motorways and expressways. So, it is obligatory for E61 (from Fernetti to Sežana/Divača) and E 70 and for H5 (Škofije – Koper).
